Is there any difference between StringUtills.endWith ("str","substr") and str.endWith ("substr")?

Hi all, I would like to ask you a problem that I can not answer, is there any difference between stringutills.endwith ("str","substr") and str.endwith ("substr")? I thank you for your help by explaining me clearly.
